No it won’t, not even close. Data centers like those for Azure are expensive. Most likely the money they are making from corporate and individual customers using Azure in ways similar to AWS is what justifies being able to leverage them for Xbox One. In other words there needs to be a demand from the more traditional users of Azure in the region for a new data center to be set up.
