The Luigi-themed 2DS that made its appearance on the web last week is a fan-made product from Rose Colored Gaming’s Matthew Wiggins, according to a Second Opinion Games vidcast.
Luigi-themed 2DS is fan-made

Rose Colored Gaming modifies portable systems. In the video above, Wiggins explains that he bought and took apart a 2DS to redesign it. Before Rose Colored Gaming posted their own images of the handheld, however, it appeared on Kotaku — which Wiggins seems to be just as surprised about as everyone else.
“I don’t know how my crappy cellphone pictures made it [on Kotaku], but I sent pictures to quite a few people,” Wiggins said. “They found their way there, I guess. No one told me about it.”
