Highway Lookout Tower location
The Highway Lookout Tower is located west of the main road as you head north on the eastern highways. It’s a short distance northwest from the Liurnia Highway North site of grace, north of where you enter the Liurnia of the Lakes region after clearing Stormveil Castle.

The Carian Glintblade Staff is a powerful weapon for magic users, and the Glintstone Craftsman’s Cookbook [3] is a useful resource for magic-related crafting. You’ll find both of them in the Highway Lookout Tower, as you ascend the structure.
A profitable ascent

Heading west toward the tower on horseback, ascend the slopes with the wooden barriers and be ready to dodge any spells hurled your way by the sorcerer. There are some minor enemies on the ground level, but it’s easy to move past them because they are mostly distracted. Rush the tower and ascend it to deal with the sorcerer at the top before he can chip away too much of your life meter from a distance.
When you start up the tower, look for a chest at the top of the first ladder. It contains the Glintstone Craftsman’s Cookbook [3]. Climb two more ladders and kill the sorcerer (you may even be able to sneak up on him), then check the nearby corpse for the Carian Glintblade Staff. If you stick around, you may also witness enemies battling one another at the ground level. As they kill each other, experience points drift your way at a fairly steady rate until the carnage concludes.
