The promotion, which is similar to World of Warcraft's free-to-play promotion (which goes to Level 20), is a major part of BioWare's plans for the future of the MMORPG. The deal was announced during EA's E3 press conference, where other upcoming updates like a new playable race (the catlike Cathar, seen above) and new planet (Makeb) were revealed. No precise release window for those features were revealed.
