It is already live on the German App Store, and will arrive globally this week.
The game originally launched in North America on March 1st, but was quickly taken down due to overwhelming demand. EA's chief operating officer, Peter Moore, came out on stage and announced Tapped Out's return with an image of Bart writing, "I will not under-provision servers," over and over on a blackboard.
