There are several characters that can use Scavenger abilities in Lego Star Wars: The Skywalker Saga. However, even though you’ve already acquired some of them, you still need to meet certain requirements. Scrap for Scraps: The fastest way to unlock Scavenger abilities
The following characters in Lego Star Wars: The Skywalker Saga are considered Scavengers: Chief Chirpa, Jawa, Kuiil (The Mandalorian Season 1 Pack DLC), Logray, Paploo, Rey, Teebo, Teedo, Tusken Raider, and Wicket. Sadly, most of them won’t be able to use Scavenger abilities until you’ve completed the tutorial for the key mechanics.
The tutorial will only occur when you’re playing as either Wicket or Rey. Choosing the former can be a hassle, as that requires reaching Episode VI: Return of the Jedi. Thankfully, there’s a faster method to unlock Scavenger abilities quickly in Lego Star Wars: The Skywalker Saga.

Simply start Episode VII: The Force Awakens. This arc begins with you in control of Poe, followed by his subsequent rescue thanks to Finn. After that, the perspective switches to Rey, who’ll have a mission called Scrap for Scraps.

In Scrap for Scraps, enter the Star Destroyer’s wreckage and pick up the scrap cylinders in the area. You should find a few on the ground before you see a terminal. Interacting with this terminal unlocks the Net Launcher. This device lets you shoot a net that can be used for climbing purposes.

Next, as you make your way up the platforms to collect more scrap, you’ll eventually see yet another terminal. This unlocks the Glider, allowing you to hold the corresponding button to make it across gaps.

Last but not least, there’s the Breaker Blaster that can destroy obstacles such as metal walls. Doing so allows you to collect hidden loot or enter passageways.
Equipping and upgrading Scavenger abilities

Holding the B/O buttons controller (or the corresponding key on PC) lets you select the Scavenger tool that you need. Use each one depending on the situation so you can traverse areas with ease.
As for the Scavenger upgrades in Lego Star Wars: The Skywalker Saga, you’ll find four options with their own levels/tiers:
