Rotom can be caught in the Lake of Outrage zone of the Wild Area during thunderstorms and rainy weather. It has a pretty low spawn rate, sitting at 2%, but if one spawns, you will definitely see it. It’ll zoom around and blink towards you the second you grab its attention. If it’s not raining, you can change the date to try to get the right weather.
